For decades, UAE infrastructure relied heavily on Chinese and Turkish steel. However, the India-UAE Comprehensive Economic Partnership Agreement (CEPA) has fundamentally shifted the cost dynamics.
The Mathematical Advantage: 0% Duty vs 5%
Standard structural steel imports into the UAE attract a 5% Customs Duty. Under CEPA, Indian-origin steel (Melting & Manufacturing in India) is eligible for 0% Preferential Duty.
| Cost Component | Import from China/Turkey | Import from India (J.M. Shah) |
|---|---|---|
| Base Material Cost | $650 / MT | $655 / MT |
| Customs Duty | +5% ($32.5) | 0% (With CEPA COO) |
| Freight (to Jebel Ali) | $40 / MT (20-30 Days) | $18 / MT (3-5 Days) |
| Total Landed Cost | $722.50 | $673.00 (Save ~$50/MT) |
Critical Documentation for Duty Waiver
To claim this benefit, "Made in India" stickers are not enough. The UAE Customs requires specific documentation chain which we handle entirely:
- Preferential Certificate of Origin (COO): Digitally issued by the Indian Chamber of Commerce (ICC) under CEPA protocol.
- Mill Test Certificate (MTC): Must explicitly state "Melted and Manufactured in India" (avoiding re-rolled scrap routes).
- HS Code Precision: We ensure correct classification (e.g., 7216.33.00 for H-Beams > 80mm) to prevent customs hold-ups.
Beyond cost, geography is our ally. A vessel from Tianjin, China takes 25-35 days to reach Jebel Ali. From Mundra, India, our transit time is just 3-5 days. This allows Dubai contractors to work on "Just-In-Time" inventory, reducing capital lockup in yard storage.
